Halbert E. Paine


Halbert Eleazer Paine was a lawyer, politician, and general in the Union Army during the American Civil War. After the war, he was elected to three terms as U.S. Congressman from Wisconsin. Later he wrote a text on contested elections, as well as a memoir of his service in Louisiana during the Civil War. The latter was published for the first time in 2009 in an annotated edition.

Paine was born in Chardon, Ohio. Through his fathers family, he was a first cousin of Eleazar A. Paine, a future general of the Union Army in the Civil War. After attending the common schools, Paine graduated from Western Reserve College in 1845. He moved to Mississippi for a year to teach school. He returned to Cleveland to read the law. In 1848 he passed the bar exam and established a practice. He married and started a family.
