Nstor Carlos Kirchner was an Argentine politician who served as President of Argentina fromMay 2003 untilDecember 2007. Previously, he was Governor of Santa Cruz Province sinceDecember 1991. He briefly served as Secretary General of the Union of South American Nations and as a National Deputy of Argentina for Buenos Aires Province. Kirchners fouryear presidency was notable for presiding over a dramatic fall in poverty and unemployment, following the economic crisis of 2001, together with an extension of social security coverage, a major expansion in housing and infrastructure, higher spending on scientific research and education, and substantial increases in real wage levels.

Nstor Carlos Kirchner was born on February 25, 1950, in Ro Gallegos, Santa Cruz which was a Federal territory at the time. His father, Nstor Carlos Kirchner Sr., met the Chilean Mara Juana Ostoi by telegraphy. They had three children Nstor, Alicia Kirchner and Mara Cristina Kirchner. Nstor was part of the third generation living in the city. Nstor Kirchner suffered from strabismus since an early age, caused by Pertussis, and refused to receive a medical treatment because he considered his strabic eye part of his selfimage. During his high school studies he briefly considered becomig a teacher, but was rejected because of his poor diction. He also practiced as a basketball player, but was rejected by the coaches.
