Phil Carruthers
Phil Carruthers is a judge and former Minnesota politician and former member and Speaker of the Minnesota House of Representatives. He is also the former director of the Civil Division at the Ramsey County Attorneys Office. On September 14, 2011, Governor Mark Dayton appointed Carruthers as a judge to the Minnesota Fourth District Court.
